Twitter's development team offers a nice, easy to use, rapid development framework for Web designing. Bootstrap provides stylish typography, web components, 12-column rigid to fluid grid model. Moreover it incorporates LESS CSS (http://lesscss.org) i.e. no flash, no graphics but CSS only.
